9.9% of the 15,291,647 homes with an energy certificate since July 2021 are rated F or G, i.e. 1,519,501 homes (ADEME, data of 21 October 2026).
Key findings
- 9.9% of the 15,291,647 homes with an energy certificate since July 2021 are rated F or G, i.e. 1,519,501 homes (ADEME, data of 21 October 2026).
- The department with the highest share is Creuse (23): 32.6% of homes with a certificate are rated F or G (ADEME).
- Among municipalities with more than 20,000 inhabitants, Saint-Mandé (94) has the highest share: 25.7% of 6,175 certificates (ADEME).
- In 2,304 municipalities (at least 30 certificates), at least one diagnosed home in three is rated F or G (ADEME): G homes can no longer be let to a new tenant since 2025, F homes from 2028.
- Replaced certificates do not stay in the database: of 1,920 randomly drawn replacing certificates, 0 replaced certificate was still there (ADEME).

What we count, and what we do not
We count existing homes with an energy performance certificate drawn up since the reform of 1 July 2021 and registered with ADEME, in the municipality of their address. That is not every home: a certificate is mainly drawn up for a sale or a letting. The F or G share is therefore that of homes with a certificate, not of the whole housing stock.
A home counts once per certificate in force. When a new certificate replaces an old one, the old one leaves the database: of 1,920 randomly drawn replacing certificates (20 per department), 0 replaced certificate was still present. A home given two certificates without the second declaring the first may still count twice; the API gives no dwelling identifier to exclude it. Certificates without a municipality code from the national address database are not counted.
Why F and G: a home rated G is no longer decent housing for a new lease since 1 January 2025, a home rated F from 1 January 2028, and E from 2034.
